Only so much natural gas can be flared off while extracting the oil.

There is more oil to extract at a faster rate but the flaring equipment can only handle so much oil production (the result of excess gas).

If more oil was pulled from the well it would have to be purged and not flared - a bit appealing but EPA monitors and will create problems."
