The republicans have repeatedly tried to shutdown the government in order to cut spending. The always lose in the court of public opinion. But, every now and then, like last year, they tried. Clinton was the beneficiary of the cold war draw down. The Clinton admin wanted to increase social spending but Gingrich and the contract for america held a line on spending... That and the fact that Clinton was a moderate Democrat. (tried to find a link to article, but couldn't) Clinton gets plenty of credit... but he was not alone in the effort.
