There are 2 parties to a government shutdown. Just depends which side you are on.

The Democrats are willing to shutdown the government in order to maintain and increase spending. The Republicans are willing to shutdown the government to reduce spending.

Admittedly, the public's appetite for services paid for with borrowed money have given the Democrat's the upper hand.
