You do realize the basis for all these statements is a lawyer who seeks to recover money for himself and his clients.

Notwithstanding that, here is what I would do. I would set up an innocent victim compensation fund and tell Pakistan that every bit of money paid out would be deducted from foreign aid destined for their Army--which is supposed to be securing North Waziristan, but is not. I know it is difficult, but they are not even trying.

Proof would be a problem for this, but I think smart minds could figure out a way to confirm civilian casualites in a way that would satisfy everyone.

Now, as long as I have American soldiers along the Afghan/Pak border I would announce that the drone strikes will continue. This is a tough choice, but my choice is to protect American Soldier's lives if I am putting them in harm's way. This is not unlike the choice we made in Hiroshima, but differs only in degree--not morality.

I would also set up some kind of fund to pay informants who gave us information that led us to terrorist hideouts.

The rules of engagement would make "mixed" gatherings of targets subject to special safeguard check lists .

This is not a perfect solution, but it is also not a perfect world.
