I have no legal background, but I do think this mixed ruling is mostly a wash for liberals and conservatives. One thing it does do though is make the ACA an election issue. :)

when i read the last sentence you quoted from, it sounds more like a bribe rather than a tax or penalty. in a very corrupt place like mexico, what is the difference between paying off the cops vs. the language of that last sentence in the usa (the healthcare law).

The law makes a clear distinction between a tax and a penalty, which is explained quite clearly in the dissent. Who here would call a parking ticket a tax? Of course Roberts reworded it, changing penalty to tax.
