When I talk about shorts covering, I'm talking about how Cube's Hard core shorts cover. Cube went down about 33% while 3M shorts covered. They won't be scared into a short squeeze.

This is the game they use:

Find a weak point. A resistance point, an earnings down grade, Herb Greenberg screaming about competition, whatever.

During that time, they sell a few shares, driving down the price, to shake out people who hold the stock long. Then, after a decline, they will buy at the offer price, but not chase. They can buy more shares after a decline because of willing sellers.

That's all I mean. Shorts like Cube's cover on down days, not during a short squeeze.
