Its not just what would normally or clearly be considered abuse or corruption, the normal functioning of such a program gives more power to politicians. They might try to use the power in what they see as the public interest, but its power none the less. They can pass much (but not all they still have ultimate control) of this power off to unelected bureaucrats and let them make all the decisions, but that isn't necessarily better. Also the politicians will still have top level power, they control the funding and general direction, and decide what the bureaucrats get to decide.
