This is just the old tale of the libertarians dilemma:

He left the section of a south Florida beach his company is paid to patrol.

It the same thing as privately run Fire Departments. If a group of people get together to provide private fire protection services what happens to the neighbor down the road who doesn't sign up with the private fire protection service.
