What's pushing austerity on the Greeks and the Spaniards (and not very severe austerity in terms of spending, which hasn't declined much, mostly in terms of tax increases, which is one part of their austerity that might be a mistake), is the fact that they are in fiscal crisis.

The fiscal crisis in turn is the result of a long record of overspending, and running too high of deficits, combined with recent poor performance from their economies.
