My experience over a few years in Ottawa was that it was too hot or too cold - mostly too cold. When too hot, mosquitoes and black flies added to the fun. When too cold, death from hypothermia was imminent from any missteps outdoors. In summer air-conditioning was too cold. In winter it was too hot.
