IMO,
There's no rush to buy while these stocks are going down. Also, the analysts as a group are attempting to knock them down. Take PCS, small rebound off the recent lows and immediately they get downgraded on July 3rd, only 2 days into a bounce. There is an effort to keep these and other tech stocks falling. Why fight it?

I think its an excellent idea to wait and buy when bad news is no longer being sold off. Similarly, these stocks all go up enough that if you wait for the clear trend to change, you won't miss that much if you are watching carefully.

If you see one go sideways for a few weeks at the low, you might consider buying then - with the understanding that if it starts to break down into new lows, get out and wait. Or do the leg in strategy at that stage, depending on your risk tolerance and how comfortable you are holding a stock in a downtrend. Another approach would be if you see a stock retest a low you can buy but again with a tight stock if it breaks down.

IF these start rising out of earnings, all the better but there's little on the current horizon that shows its time to bet on reversals. I hope I'm wrong and that we get a little more support under the market in tech stocks going forward.
