Not necessarily. In your scenario, the business is profitable, so the business owner can decide whether to cut workers, profits, or both.

For businesses that aren't profitable, however, they will have no choice but to let people go.

This is no different than an added tax. Net effect is that jobs will indeed be lost, and some businesses may even have to close down. The ones that do survive will have to live with the added burden.
