Business owners are already nickel and dimed to death. They're not going to take that hit.

As I pointed out to RW on the other thread, it is really worse, because it will prevent smaller businesses -- perhaps one employing 25-30 employees, from expanding by opening additional stores.

RW's solution is to "raise prices" but that is hardly a healthy thing for a struggling economy.

In some businesses you'll double payroll costs with this add on. It really isn't something that a business owner can tolerate.

The ones that do survive will have to live with the added burden.

...that they will pass onto the consumer by raising prices.
