There was a time (1950-1965, more or less) when the Fed saw it as its job to discourage what Greenspan later (without doing a single thing to suppress it) called "irrational exuberance" in the stock market.

Now the Fed seems to see its job as discouraging rational caution in the stock market.

I think you have pointed out another reason why the Fed has shown reluctance to engage in further QE: its benefits do not dribble down to Main St. This may well be the primary reason why it is counterproductive.
