Kerm/Has oil bottomed out?

Tonight on CBC Business World, an oil expert (Shakter, I believe) said that a long list of oil stocks was now as cheap as it was going to get.

In his opinion, many oil producers are trading at <I missed all his technical jargon> CHEAP, according to book value and cash-flow. The one that interests me, which he mentioned, is Barrington and warrants (one-year expiry).

So, he was implying... 'load up.' Agree? Or not?
