I say, pick a strong VP candidate who is viewed as having high potential as a VP and as a solid Romney replacement.

There are election considerations and there are Presidential replacement considerations. Dick Cheney seems to think being a capable President is the #1 consoderation for any VP (and thus he thinks Palin was a bad choice).
The best Presidential replacement might be a person that has been a long serving governor or other executive leader. That describes several people including Pawlenty.
