I think it was a mix up from whoever typed it into the teleprompter.....
Obviously, in view of the rest of the passage, this sentence should have read
"We chose more freedom instead of more government" ( chose used as a past tense of choose)

NOT
"We chose more government instead of more freedom.

Rubio simply got mixed up and reversed the words. Whether it was on the teleprompter or his mistake is irrelevant. It happens a lot. As with Romney introducing Ryan as the next president.

I can't understand why this is such a big deal with anyone.
