Overall, the South sans FL seems to be the region recovering the slowest from recession. I hate to even bring this one up but could part of it be due to politics and by that I don't even directly mean favoritism by the administration towards crucial swing states. Maybe moderates and liberals so turned off by right wing bible thumpers they refuse to do business with them, to invest or relocate their families and (or) businesses down south like they did during the hyper growth post WW2?
