Actually the labor participation rate is much worse than 69%. If you measure full time work the labor participation rate is more like 43%:

I think that's because if you work part time......a whole host of govt assistance is available to you. A single person working full time (40 hr) makes about $21K even at only $10/hr. Work 15 hours a week at $18/hr ($14,000/yr) and the additional govt assistance makes it attractive.
