Chaz; I spoke about this to one of Torontos leading criminal defence attorneys(WH). He told me that in theory they had to respect property and were liable for damages, however the low end perps usually do not have the wherewithal to retain a lawyer and fight it. A public defender will not do this, and if they stop paying rent the landlord usually throws out their junk and rents the place again. He is compelled to keep personal belongings, but can sell them after a statutory period and deduct the storage costs and remit the balance to the public trustee to be held for the perp when he gets out.
When they search a reputable(?) citizen they take more care and do little damage, possibly as they know they can buy trouble.

We did see the Rodney King tapes, and now more police depts have autotape cameras on their cars.
