But by the time a C6x-based Allegro might exist, AMTX will be part of TXN and out of the equipment business, so how can Siemens have priority? Priority for what, built by whom?

how will Siemens get its Allegros? one possibility is that Siemens cancels the AMTX order, waits for the C6x and then builds units of its own Allegro-like design. another is that AMTX licenses the Allegro designs to Siemens. a third option is that WSTL builds the Allegros for Siemens (assuming it makes business for WSTL to do so).
you think #2 is the case?
