Military budget doesn't count?
Amusingly enough, in the Republicans minds the answer is "no". They have repeatedly stressed how the sequester will impact military spending and cost jobs. Yet they also will claim that the government can't create jobs.

It is called "doublethink". They still haven't twigged to the fact that the novel 1984 was intended to be a cautionary tale and not a how-to handbook....
