you get bloodied and you are out of business. you figure if you come back in, the big competitor will reduce prices again to put you out of business again.

Sometimes, it just isn't practical. In the MSFT example, we're still using Word today, even though until the giveaway of Word, a program called Word Perfect held an absolute lock on the entire word processing industry. Predatory pricing is an extremely powerful weapon. I don't think the public is well served by allowing it without any controls at all.
