What Steve means by "defunding SS" is that Obama gave working people a tax break by lowering the amount that they paid into social security by 2%, which means that less money went into the SS fund.

It is a little misleading when put as starkly as Steve put it, maybe the word "underfunding" would be better than "defunding," but it is true in the above sense.

Steve disagrees with Obama temporarily cutting the SS contribution to stimulate the economy. I don't. I think it was the right thing to do, given that the (R)'s aren't going to allow ANY more direct stimulus. It was a thing Obama could do that would put more money in the hands of those who PAY SS, the people who WORK for a living, who will SPEND that money and stimulate the economy. It was superior to just cutting income tax because it went entirely to people who WORK and pay the SS tax.

I think it was a great move by the president. A way to work around the obstructive (R)'s, and help the people who need help.
