Wired reports that Tami Reller, corporate vice president and CFO of Microsoft’s Windows Group, said that Microsoft is not planning to release a 7 inch Windows 8 tablet.

He said there were 1000 separate designs ready to ship with Windows 8, but they were all "10.1 [inches] and above", according to Reller.

When asked “So Microsoft’s not going to be in [the seven-inch] space at launch?" he said "Correct."

7 inch devices are very hot at the minute, with the iPad Mini, Kindle Fire and and Google’s Nexus 7 all competing for the space. I suspect however the Desktop elements of Windows 8 and Windows RT would be unusably small for touch on the small tablets, unless Windows users file down their fingers of course.
