I think you and I are just reading it in opposite ways. We both agree there was conflict, we both agree the product has stagnated, where we appear to disagree is in assigning which side was the root source of the stagnation. If one were to assume it's from Cook's side, then Forstall's "challenging" nature would be cast in a different light.

It appears the idea of Apple mapping predates Cook as CEO. Check out:

Note the date of the article is October 2011 and it references a buy of 3D mapper Poly 9 a year earlier - then a buy of the Swedish 3D mapper C3 Technologies in August 2011.

It looks like Jobs was serious about ditching Google maps. I imagine the coordination of all the players might have been quite tricky.
