Yes he is.

The OVERWHELMING % of damage was caused by the record storm surge which was the result of the storm track that came in perpendicular to the coast just south (about 100 miles) of New York at near high tide on the day of a full moon. The shape of Long Island and the NJ coast constitutes a natural funnel shape which
piles up the water along the NJ coast and into NY harbor north of the storms landfall. Winds were not particularly strong (< 90mph) and rainfall was not an issue. The timing and track of the storm was the cause of all the damage...............NOT anything to do with global warming.
