I would think the Obama campaign, with it's huge grassroots organization, might get computers in to poorer neighborhoods. I know in our area they have lots of laptops, donated by workers for the campaign- which we used for phone calling. Made calling SO much easier. The laptops basically schedule the calls, so you have no down time between phone calls- and non-pick ups are eliminated.
