If your goal is 70 million votes and your time is limited, are you better off campaigning in the LA media market or Dubuque? New York or Bangor? It's all about bang for the buck. There is a reason that so many things in our country are shaped out of NY and LA and Silicon Valley. They have a critical mass that drives the national scene. In the EC system, when the big states are predictably aligned - as most are now - the small states become the battlegrounds and get disproportionate attention for at least several months every four years. As opposed to none.
