When the top tax rate was 91%, a rich man might get that whacked down to 50% and feel that he'd really "beaten the system"! After all, he'd knocked 40% off what the gummint WANTED to take!

They could feel patriotic. They were paying for WWII, and paying to keep from being annihilated by the Soviet hordes.

Why do you dispute that? Do you really think that back when the top tax rate was 91%, that people paid that rate?
