The difference if pretty big between the two. For one, you are downplaying those other two possibilities. They are very viable strategies when the economy is in distress. You borrow and/or print until the economy starts to increase in a stable fashion, then gradually dial it down. When things are chugging along, you start paying down the deficit. When that gets reasonable, you look at tax cuts and/or more spending.

I can't decide why they can't get the concept you outline up above. Its either intentional partisan obstructionism or a simple lack of intellect. Either way its getting old.
