Whether the Fed trading desk is buying/selling the VIX to reduce perceived volatility would be hard to say without looking at their trading book.. But they are known to have intervened in the futures markets through ETFs..

The VIX is based on a market of stocks, rather than a
market of stocks being based on the VIX

All Indexes are based on the underlying, so it should
be the underlying determining the price of the index, make sense?

In 87 it's a little known fact but at the CBOT there was an
Index called the MMI, it was hardly traded and had very little
volume, but it was where the FED started buying huge on Tuesday
