Our stock markets no longer work.
From my personal perspective, spreads are narrower and liquidity is better than in the old days. I wish the same degree of "no longer works" applied to the options market.

Masses were always on uneven field. There was no golden era. When there was no electronic trading, commissions were huge and spreads were way higher. There were still "two prices" for big guys and small guys even then. I won't even talk about selective disclosure (how did Buffett build his first millions? ;)).

Nobody needs 100 different order types. Main 2-3 are totally fine.

She's just pushing her "OMG my NYSE is being killed by bad guys" agenda.

I agree with some of her suggestions, but sky is not falling. :)
