As far a fiscal policy Clinton hangs down near the bottom of Presidential rankings with President Bush 43. If Clinton had not squandered the opportunity to pay down the debt by increasing spending at exponential rates the Clinton Recession that he left President Bush 343 with would not have been as severe.

Thankfully Clinton was not nearly as incompetent in foreign policy as Carter and Obama. As such he is merely rated as a moderately bad. At least he didn't commit a major disaster like Carter; or multiple major foreign policy disasters like Obama.
