The best way to contain medical costs in general would be to mandate that all medical services including pharmacy must have a cash price which is equal to the lowest cost they charge any insured payment source.

I buy insulin from Canada because they do. If we did that here, Canadians would import drugs from US. Another interesting factiod - insulin is an over-the-counter drug in Canada. Why not? Why not for thousands of drugs that aren't subject to abuse?
