The subject here of interest to me is corruptibility. It is deep in the human DNA. Some claim the ability for deceit is an evolutionary advantage. Seems reasonable. Also seems why Christians make such a big deal of forgiveness, because to "sin" is in our blood and yet we know socially it leads to trouble.

People at all levels are capable of corruption-- governments, corporations, individuals... It is tiresome (and unfair) to hear govt singled out when there is plenty of blame to go around...

PS I have never worked for the govt (well, except one summer in the Forest Service. And to my horror, they bought hundreds of pairs of gloves and other stuff because they had some money left over in their budget that they would have "lost" if they didn't spend.)
