Are you talking about mass shooters or criminals? If it mass shooters, all the ones I know about were either known to have problems before or diagnosed ex post facto.

the mass shooters almost always have a history of mental illness, or behavior that would flag them as having behavioral issues

I haven't seen studies which suggest that the "mentally ill" are more likely to engage in these crimes than the "not mentally ill."
Further complicating matters, there is no bright, well-defined line between the mentally ill and the mentally healthy. There's quite a bit of grey area in between.
