You know that Tip and Reagan were known to spend a lot of time together. I'm pretty sure that Reagan could have finagled a balanced budget if he had made a point of letting O'Neil know how important it was to him (if it actually was?).

I remember Reagan making such a point of how BIG our national debt was in his debates with Carter, yet he was president during 8 years in which our debt EXPLODED from 1 to 2.5 Trillion. That's an incredible increase and it came during a time of economic growth beginning around '83-'84.

That period SET the standard for many republicans and led them to believe that national debt wasn't such a big deal. Even up to 2005 when Cheney stated on national television that "Reagan proved that deficits don't matter."
