It is like mixing lawn clippings with ice cream - the ice cream doesn't improve the lawn clippings and the lawn clippings make the ice cream less worthy. What you propose is a mulitgeneration social engineering project that has no precedent - that doesn't mean it can't happen but a kid who has eschewed learning until he is 16 may have lost the opportunity to ever become something much more than a laborer. IMO, it is like learning language. At some point a person will never lose their "accent". If the "social accent" is to beat or kill people that give offense, socialization is so low that we can never expect that person to move into an academic, industrial or front office world where alpha male bravado is highly modified and direct confrontation is unacceptable. These are executive functions that are developmental steps. If they didn't achieve that by a certain age... it is not likely to appear in later life.
