Obviously you have no clue about mfg...

Where would all the factories be to support these workers?
How long would it take to get these factories ready?
How do you think the quality of those panels would be?

I agree with you that those collecting unemployment checks, unless disabled, should be required to do some type of community service work. Didn't we have the CCC and WPA which provided work for those during the Roosevelt years. Why not now. IMO, it would perform multiple benefits of maintaining a persons self-esteem, maintaining and/or improving their skill sets, keeping them off the street, serving as a motivation factor to obtaining a better job and additional education/training, etc. Just an idea. There are many individuals who have been out of work more than 6 months or being olderresulting in employers not even considering them.

However, I do not know whether such a proposal would pass Congress. Kenneth what do you and others on this site think? Could it be legally challenged and/or result in positive consequences? What would be the downside of such a proposal?

I think that's a great idea but there is a problem, a legal one and it has to do with the income tax. If people are forced to work and pay income taxes, that is slavery and violates the amendment to the Constitution banning slavery. Such people could not be required to pay an income tax. They could certainly make such a thing voluntary. I think it's a great idea but I can see a lot of problems with unions who make the same stuff.
