That would require the teachers to have a plan to organize a group of defenders while at the same time doing all they can to keep their students safe.... "because teachers are there and they can in most cases eliminate the threat of the building burning down, even though it is not the normal job description of 'teacher.'" Some teachers did, in fact, extinguish a fire set by the shooters...
