IMO what will happen is that the margin of surplus will be allowed to drop. I believe there were some announced closings here that were delayed on this issue.

Kvaerner Awarded Contract For Gas-Fired Power Plant In Delaware December 28, 2012


Kvaerner subsidiary, Kvaerner North American Construction Inc. ("Kvaerner NAC"), with its joint venture partner, Parsons Brinckerhoff, Inc., have received a contract effective 31 December 2012 from Calpine Garrison LLC, a subsidiary of Calpine Corporation, to build the Garrison Energy Center, a 309MW combined cycle gas-fired power plant in Dover, Delaware.

The joint venture will perform the engineering, procurement and construction with a value to Kvaerner of approximately USD 100 to 120 million. Kvaerner NAC will lead the joint venture as well as performing the construction of the facility. Parsons Brinckerhoff, Inc. will be responsible for the design, procurement of the balance of plant equipment and the commissioning. The plant will employ highly efficient combined-cycle technology with advanced environmental controls. The project is expected to begin construction in early 2013 with completion in summer 2015
