Pakistan/Iran/Syria are nations, just like Israel. Countries typically have military and weapons for deterrence.

Islamic Jihad is just a concept that is used by both sides to focus their audiences. Right now, western governments can violate individual and country rights as long as they can claim a fight against Islamic Jihad. France just bombed parts of Mali - as if this is the year 1880 - apparently to fight the Islamic Jihad.
