<It depends on who you believe whether it's a daft idea or not.>

And you believe someone who wrote this. Onion could not have been funnier!

"If the blast wave does not arrive within five seconds of the flash, you were far enough from the ground zero,"

>The advice warns drivers they should dive out of their cars and towards the blast, lest the vehicle be thrown into the air and fall on them. >

All in 5 seconds...

>I don't think a top official statement proves your point really. >

And the point is that when it comes to nuclear risk, most indians discount it. Not whether it is there or not.

India is just developing a FEMA like agency (since 2 years)

See what they say

>The notice, published Monday by the Kashmir police in the Greater Kashmir newspaper, advised people to build toilet-equipped basements large enough to house their entire families for two weeks. If there is no basement, residents should construct bunkers in their front yards, the notice advised. The shelters should be stocked with candles, battery-operated lights and radios, it said, adding that stores of nonperishable food and water should be regularly replaced to ensure it is fresh.>

and obviously they are following old material like this:

archives.gov

8. Photograph of a basement family fallout shelter that includes a 14-day food supply that could be stored indefinitely, a battery-operated radio, auxiliary light sources, a two-week supply of water, and first aid, sanitary, and other miscellaneous supplies and equipment, ca.1957.
ARC Identifier: 542105

The nuclear fallout shelter like in the above link is a luxury apartment for most Kashmiris. That is the middle class aspiration!

See a typical street in Srinagar trekearth.com

Do you see any room for frontyards for bunkers there? Obviously the material is being picked up from old 1950s material from US govt.
