I read an interesting article (can't find it now) that suggested that what the Fed has actually been doing under the guise of QE has been to attempt to maintain it historical 14% ratio of treasuries on its balance sheets. The argument was that the US treasury was issuing debt faster than the Fed could buy it, without further disruption of the bond market.

Not sure I agree with the thesis, but it was an interesting take.. Supposedly, the Fed has reached that 14% ratio now, which calls into question their willingness to buy more treasuries.

And it means QE has just been a bit of Fed propaganda.
