Bush did keep Clarke on.
The thing about Richard Clarke was that he was caught up in the systematic failures within the CIA that missed the big clues leading to 9/11. Those failures happened on both Bush and Clinton's watch.

I don't think anything would have turned out different had Gore been elected, contrary to what gullible_libtard seems to believe. That's because there was no indication that Gore would have gone in and cleaned up the CIA bureaucracy in time to prevent 9/11. Very few people would have had the foresight to even propose it, much less possess the leadership and the brass balls to go through with it.
