I think stocks can only be shorted when they are marginable (except that market makers can short them anytime). I believe once a stock drops below around 5, most brokers won't allow it to be margined, and won't allow any new shorts. Of course people who shorted before the price drop are allowed to hold on as long as they'd like (unless the borrowed shares are called for redemption.)

I would really expect shorts to be covering now; I don't think this company is a terminal short -- at least, I sure hope not!
