One side effectively controls all the prices, only this time the control is on the other side of the supply-and-demand curve.

Too many assumptions of the worst variety...par for the course. Look at the swiss system for instance...doesn't fit your model does it. Single payer, private insurance options. On the other hand it is the most expensive in Europe...so there you have it.

The technically correct word would be monopsony, but monopoly is a more commonly known word that's at least connected to the idea.
