How can you say it is "progress" or "working" when it is, after 30 years of throwing money at it, nowhere? I don't say we shouldn't invest in it at all, but it will be a very long time -- several decades -- before there is any potential for it to make a meaningful contribution. Far better to put the money somewhere else where there are actual benefits.
