Exactly, they find the current secondary education irrelevant to their needs. If you notice that the mantra for High School is to push you into college. Not everyone is college material. At least in Germany, you are given a choice. Vocational or off to college. Seems to work for them.

It is in gov't interest and responsibility. That is why we pay taxes. You can invest or pay through the nose on welfare.

If I recall correctly, one of the first actions taken by President Reagan was to order SS to review ALL disability cases. I believe a good many were cut off. That was a long time ago and me memory may be faulty.

Why does the government ( really your and my money ) owe people retraining?

Not so much owe, but a good investment. An efficient, trained work force pays taxes and makes our investments more profitable. They can be an asset, not a liability.
